Updated NCCC Forum "theme"

In order to have a display which works nicely on phones or virtually any computer or mobile device, the underlying theme which controls the look and feel of the forum was updated. This should be relatively transparent as I chose a theme with a color scheme and look that you all should be familiar with. If you're looking at this on a wide screen desktop, try narrowing the width of your browser window and watch how it becomes responsive to narrower widths.
